CBI court convicts former officials of Punjab Police in Gulshan Kumar fake encounter case

The Special Judge for CBI Cases, Mohali  convictedformer DSP of Punjab Police, Dilbagh Singh and Gurbachan Singh, then SHO, Tarn Taran in extra judicial killing case of Gulshan Kumar who was alleged to have been illegally detained by Punjab Police and later killed in a fake encounter. 

The CBI stated that during inquiry Chaman Lal deposed that his son Gulshan Kumar was abducted by a The police party led by Dilbagh Singh, then DSP City Tarn Taran in June 1993 from his residence and later killed in a fake encounter on in July 1993 The police cremated the dead body of his son at cremation ground Tarn Taran without informing the family members. Accordingly, a case was registered by CBI against Dilbagh Singh, then DSP City Tarn Taran, Amritsar and four others in 1997. 

After completion of investigation, chargesheet was filed in May 1999 by CBI  against then DSP Dilbagh Singh, then Inspector Gurbachan Singh, then ASI Arjun Singh (expired during the trial), then ASI Devinder Singh (expired during the trial) and then SI Balbir Singh (expired during the trial). The charges were framed against accused persons in February 2000. 

After trial, the court held both accused guilty. A total of 32 witnesses were cited by the CBI. During trial, it has been proved by cogent evidence of eye witnesses that accused persons namely Dilbagh Singh and Gurbachan Singh among others abducted Gulshan Kumar from his house, kept him in illegal detention/confinement and subsequently killed him. The evidence presented show that the accused police officers staged the murder as encounter, with testimonies and documents proving the false narratives created by the guilty police officials.
