EOW arrests three for fraudulently allotting alternative plots from DDA

The Economic Offences Wing (EOW), Delhi Police arrested three beneficiary of alternative plots, got allotment by using false death certificate from DDA namely Kartar Singh, Balwan Singh and Diwan Singh..
The case was registered on the complaint of Manoj wherein he alleged that the DDA (Land & Building Dept) had recommended for allotment of seven alternative residential plots each measuring 250 Sq Yards to seven legal heirs of Late Yad Ram as their land located at village Masoodpur, Delhi was acquired. Consequently, seven alternative residential plots each measuring 250 sq yards located at Sector-23, Dwarka were allotted to them by the DDA (Alternative Branch) in the year 2010.
The notification u/s 4 of L.A. Act was issued in the year 1965 which stipulates that if the recorded owner of the land acquired dies before notification, allotment is to be made separately to all the legal heirs of the deceased, according to their shares recognised by the LAC, but if he dies after the notification all legal heirs are entitled to one plot of the size to which the deceased would have been entitled. The legal heirs of Late Yadram conspired with Birender Prasad from Gulmohar Society, Dwarka, New Delhi and submitted a false and fabricated death certificate of Sh. Yadram to DDA (L&B) mentioning the date of death of Yadram as 20.12.1964, i.e., before notification. However, Yadram was alive in the year 1966, i.e., after notification as he had filed an application before the Hon’ble Collector, Bisan Singh, Delhi on 02.11.1966 for increasing the rate of compensation.
The officials added that Yadram presented himself before Hon’ble K.S. Sidhu, Senior Sub-Judge, Delhi in the case bearing number R.C. Appeal No. 179 of 1965, thereby confirming that Yadram had filed the case in the year 1965. Thus according to the policy of the DDA (L & B Dept) Late Yadram or his legal heirs were entitled for only one plot of 400 Sq Yards.
During investigation the EOW obtained documents from DDA, Alternative Branch, Land & Building Department, Vikas Bhawan, Govt. of Delhi, Sub Registrar, (Birth & Death), Green Park, South Zone, Sub Registrar, (Birth & Death), Najafgarh Zone, ADM/ LAC, New Delhi, Sub Registrar, Office of Sub- Registrar-VII, Office-in-charge Record Room, Office of Deputy Commissioner South, Banks etc.
The scrutiny of the documents revealed that the accused legal heirs of Land Owner Late Yad Ram from Village Masoodpur, Delhi in connivance with Birender Prasad, have got seven alternate plots of 250 Sq. Yrds., by using forged death certificate with date of death as 20/12/1964, whereas Yad Ram had died in May 1967 and the legal heirs of Yad Ram were entitled for only one alternate plot of 400 Sq yards.
The accused persons in connivance with Birender Prasad, by using forged death certificate of Late Yad Ram with date of death as 20/12/1964 have got seven alternate plots of 250 Sq. Yrds., whereas Yad Ram had died in May 1967 and the legal heirs of Yad Ram were entitled for one alternate plot of 400 Sq. Yrds.
The EOW is further investigating the case.
