IPS officer, KPS Malhotra awarded Union HM's Medal for Excellence in Investigation 2021

KPS Malhotra presently posted as DCP, CP Secretariate belongs to 2009 batch DANIPS cadre. He has also worked in, Andaman & Nicobar Island Police and Narcotics Control Bureau. 

With special focus on technological trials in detection and investigation, the teams under his supervision have busted the first Darknet vendor of psychotropic substances, first Ethereum mining rig in India, first cyber terror case of India and espionage cases. 

He has handled various high-profile cases including MoPNG (Ministry of Petroleum & Natural Gas) espionage case, Economic Weaker Section admission scam, arrest of Godman Narayan Sai and cases pertaining to underworld. He was also heading the SIT, who had investigated the drugs related case to the death of Sushant Singh Rajput. 

He had used his technical skills and investigation acumen to find a way out to nab the traffickers active over the Darknet. The technical intelligence was developed over keeping a surveillance on the active listers on the Darknet, superimposed with the manual surveillance over the courier parcel movements. Various dummy deals were materialized with one of the listed drug traffickers and he was forced to come out of the Darknet over the surface web to communicate. The drug trafficker was using VPN to evade the law enforcement agencies. His IP address was tracked using invasive technologies.  Once the IP address of the trafficker was grabbed, he was kept on electronic surveillance. One of the parcels containing psychotropic drugs, sent by the trafficker destined to UK was intercepted at Delhi. Thereafter, Deepu Singh alias Ankush Singh was intercepted from Lucknow and further recovery of psychotropic drugs was affected from his home.

The forensic analysis of electronic gadgets of Deepu Singh was done. The data of the electronic gadgets was encrypted and the same was got decrypted using the modern technology tools. 

The sustained and tactful interrogation superimposed with the forensic data led to the identification of one Sachin Makade based in Nagpur, one of his prime associates involved in drug trafficking over the Darknet. Sachin Makade & three of associates, were arrested and it was found they were part of a syndicate involved in drug trafficking of psychotropic drugs across the world and their clients were based in USA, Canada, UK and Philippines. One of their associates was based in Singapore. The information was shared with Drug Enforcement Administration of USA and other countries, which led to the arrest of their associate who was a German national namely Lutz Dombdera. One of the main suppliers of the Darknet vendor was identified and tracked in Kundli, Sonepat and 100 Kg of psychotropic drugs and 1 lakh psychotropic drugs were seized. 


Apart from the above Darknet cases, K P S Malhotra has shown very good investigation skills and mindset while conducting the investigation in a case, wherein an innocent couple of Mumbai, namely Mohammad Shareeq and Oniba Qureshi were acquitted on the basis of investigation conducted under his supervision. The said couple was sent on honeymoon tour to Qatar by a close relative. They were arrested in Doha for unknowingly carrying 4.1 Kg Hashish in their luggage & convicted for 10 years at Qatar in 2019. 

The matter was taken up by K P S Malhotra and a detailed enquiry was initiated into the allegations levelled by Mr. Shakeel Ahmed Qureshi and it was learnt that a well-organized drug trafficking syndicate was being run by Nizam Kara involving Ms. Tabussum and others. The other network members of Nizam Kara along with Nizam Kara were arrested and whole conspiracy was uncovered. This investigation has opened a door for diplomatic channels and MOU between India and Qatar is being contemplated and worked upon by both stakeholders.
