On its Raising Day, country's first line of defence, BSF chalks out the exemplary work of BSF, modernization projects

New Delhi, December 2

The BSF paid homage to 1954 brave hearts for their supreme sacrifice and valour in the line of duty. In 2022, total 20 BSF personnel have laid down their lives while protecting the sanctity of our borders. 

The BSF Personnel have been awarded with 1 Mahavir Chakra, 13 Vir Chakra, 6 Kirti Chakra, 13 Shaurya Chakra, 56 Sena Medal, 232 PPMsG and 990 PMsG. 

The BSF mans 6386.36 kilometers of border in total with 

2289.66 Km (International Border) at India Pakistan side and LoC deployment of more than 435 Km out of 772 kilometers under operation control of Army while guarding 4096.70 kilometer of Indo- Bangladesh border. 

It has 13 frontiers and 193 battalions including disaster management battalions. 

This year, the BSF seized 26,469.943 kilograms of narcotics from the borders in various operations. The agency seized Rs. 20.33 lakhs FICN (Face Value in INR), 72 arms and 2441 ammunition. 4174 apprehensions were made on the western and eastern borders. 

The BSF with their alert forces seized 16 drones and UAVs that were shot down by troops on western border.

Keeping in view of the sensitive and challenging Indo Pakistan border, the BSF carried out several intelligence and joint operations with sister agencies, rigorous Anti –tunneling exercise, deployment of CCTV & PTZ Cameras in sensitive areas of Punjab Frontier, deployment of Anti Drone systems to tackle the menace of Drones on IB in Punjab and Jammu area.

At the Indo Bangladesh border, the BSF ensured creation of improvised obstacles in the hyper sensitive stretches of border, dynamic deployment of equipment and manpower, installed an intruder alarm system, illumination of dark patches, co-ordination meeting with the villagers, deployment of floating BOPs in Sunderban areas, anti-human trafficking unit (AHTU) were deployed to curb human trafficking. 

The BSF has been deployed in states where left wing extremism (LWE) is high. Two frontiers, four sector headquarters and 16 battalions under one command headquarter has been deployed in Odisha and Chhattisgarh. 

The BSF Battalions are deployed in Kanker, Narayanpur, Kondagaon districts of Chhattisgarh and Koraput, Malkangiri districts of Odisha.

Three new COBs have been established/relocated in Arra of Chhattisgarh, Ghanabeda and Jantri in Odisha. 

Under their various operations in the LWE cases, nine naxals have been apprehended while 823 sympathizers/Jan Militia surrendered. 

48 IEDs were detected and six non service pattern weapons were seized. 170 ammunitions and 864 Gelatin sticks, 23 detonators and 3 direction mines were seized. 

The officials said that a fund of Rs. 2.88 crore had been allotted to 16 BSF battalions deployed in extremists areas. 

The BSF has been also carrying out various high profile operations with the UN. 

At present 15th Contingent (IFPU-2) comprising 140 BSF personnel are deployed in Democratic Republic of Congo for UN peace mission.

It is to be noted that two BSF personnel HC Shishupal Singh and HC Sanwala Ram Vishnoi, who were part of

this mission made supreme sacrifice in the line of duty during an attack by a violent mob in July. 

The women personnel of BSF have been carving a niche with their exemplary work in the force. 

The first batch of women were inducted in combat role in 2008 and first women officer in combat role was inducted in 2016. At present, more than 7000 women (GOs, SOs & ORs) are enrolled in the force. 

The officials said that the All Women Daredevil Motorcycle team of BSF “Seema Bhawani” participated in Republic Day Parade 2018 and 2022 and they also participated in BSF Seema Bhawani Shaurya Expedition “Empowerment Ride – 2022” from Delhi to Kanyakumari by covering a 5280 kilometres ride setting an example to women personnel of various forces. 

Towards the road of modernization and technology, the BSF has taken some key steps to building a strong infrastructure and adopt technology at the borders. The anti-drone technology has been deployed on border. The agency is procuring many vehicle mounted ADS which is under consideration at MHA.

Importantly, the BSF has adopted ESVP (Electronic Surveillance of Vulnerable Patches) whereby there is a CIBMS (Comprehensive Integrated Border Management System) - It is a system under which various types of projects being executed. The concept of CIBMS is the integration of manpower, different sensors, networks, in C-2 Centre and control resources, so as to facilitate decision making and prompt process at various levels. BSF has prepared a roadmap for installing technical solutions along the 2290 kilometer international border. In principle proposal for work under this project has been approved by the Ministry of Home Affairs.

In this the first phase will cover 310 kilometers of Jammu and part of Punjab Frontier while the second phase will cover totalling 575 kilometers, the third phase will cover the remaining part of Rajasthan and Gujarat and the fourth phase will cover 964 kilometers, North Bengal and Guwahati Frontier. 

The Low Cost Surveillance System (LCTS) involves using PTZ Cameras, CCTV (Static) Cameras & IRIDS. This aims to cover vulnerable patches under electronic surveillance. 

This ‘Improved Version” of electronic surveillance project covers 635 vulnerable patches and 484 kilometer over seven frontiers (Jammu, Punjab, Rajasthan, Gujarat, South Bengal, North Bengal & Guwahati).

Several e initiatives of BSF have made notable impact. 

The e-Office is NIC’s web application for online file movement and faster decision making adopted by BSF.

The e-Sparrow is NIC’s web application for online processing of APARs adopted by BSF.

The CLMS (Centralised Liquor Management System (CLMS) has been implemented in BSF, to bring transparency and to automate the management of liquor

depots and canteens. Under the e-AWAS system and as per direction of MHA, CAPF e-Awas portal has been introduced to streamline the information related to the stock inventory of quarters and also allotment of family accommodation to CAPFs, & AR personnel. In the e-ATO, a software developed by ICT DTE to conduct the Annual Transfer of BSF personnel. The e-ACO  is a software developed to conduct the Annual Changeover of units while e-LMS – Learning Management Systems is for conduct of online courses. The Trg Dte launched 17 In-service courses on online platform. 

The BSF installed two Vehicle Mounted Jammers on Mahindra Scorpio vehicle that have been procured for protection of troops during convoy duty between Jammu and Srinagar.

In addition to that the BSF also inducted Initiatives Identification and Execution Cell (NIIE) cell established at FHQ to foster use of technology in BSF, to identify and assess latest technological developments suitable for induction in BSF, to help solve challenges faced in the field by applying suitable technological solutions, to conduct in-depth detailed study and analysis of the evolving technologies.

The Drone/UAV and Cyber forensic Lab at BICIT, BSF has been established in New Delhi to give fresh impetus to ongoing technological initiatives by the force for meeting future challenges by strengthening cyber defense by plugging vulnerabilities, improving cyber hygiene and amplification of cyber forensic abilities.

BSF has procured the latest version HHTI (Uncooled) Long Range Version. The delivery of 546 Nos HHTIs (Uncooled) Long Range Version expected by Dec 2022. The procurement of 878 HHTIs i.e. (36 Nos Cooled & 842 Nos Uncooled) is under process.

As on date close to 100 drones are available with field formations for area domination. The MHA has authorized significant number of drones which are in the process of

Procurement, officials added. 

To fulfil the visionary outlook expressed by our Hon’ble Prime Minister, NTCD has successfully breed and trained various indigenous dog breeds by adopting novel training

methodologies and techniques. 

The dog breeds of Rampur Hound (Uttar Pradesh), Mudhol Hound (Karnataka/Maharashtra), Rajapalayam (Tamil Nadu), Gaddi (Kashmir) are available in NTDC. 

One ALH (Dhruv) helicopter of BSF Air Wing has been deployed at Air base Jodhpur since June to enhance border domination along Indo- Pak border under Gujarat and Rajasthan frontiers. Similarly, two Mi 17 helicopters have been deployed at Jagdalpur to support ground force deployed in anti-naxal operations. The Mi-17 helicopter has started operational flying from Masimpur, Silchar detachment to meet flying requirement of M&C frontier. 

Nine floating BOPS were received at WW BSF Rajarhat and WW BSF Bhuj respectively for domination of riverine area. Six Patrol Interceptor Boats with Covered Cabin received at WWBSF Rajarhat and WW BSF Bhuj respectively.

The BSF has pioneered the countries 1st National Academy of Coastal Policing (NACP) at

Okha, Gujarat. 

In addition that the BSF has envisaged , establishment of BIAAT at Kevadia, Gujarat, establishment of new BSF STC at Gujarat, a team of 13 BSF officials (02 Officers, 5 SOs & 06 ORs) has successfully completed Combat Free Fall Basic Course at Para Training School.

At the spots front, Constable Deepak Kumar Prajapati participated in the Asian Canoe Sprint Senior Championship-2022 held at Thailand from 24th to 27th March 2022 and secured 4th position.

Constable Kumari Babita Bisht has participated in 1st International Elite Men & Women Boxing Tournament ‘Elorda Cup’ held at Nur Sultan, Kazakhistan and secured Bronze Medal.Constable Shubham Kumar has represented Indian Judo Team in European Open (Men & Women) Judo Championship held at Madrid, Spain from 11th to 12th June 2022 and further selected to undergo Trg Camp Madrid (Spain) followed by Training Camp Alicante (Spain). 

As a part of extensive welfare measures, the BSF provided free BYJU’s E-Learning Apps for Class 4th to 12th. BSF in collaboration with BYJU’s have issued Free BYJU’s E-learning App namely “Think and Learn Premium Application” for class 04th to 12th. At present 9672 wards of BSF serving/retired personnel are availing facility of this App.

The air-ticket booking by IRCTC. MoU has been signed in August between BSF and IRCTC to provide online travel solution to all the BSF personnel entitled for Air Travel for official duties.

An e-ticketing platform in collaboration with IRCTC was launched by DG BSF in April in the presence of Rajni, Hasija, CMD IRCTC.

To avail health benefits, the BSF started Tele-Medicine project, which provides treatment to needy personnel through video conferencing. Four drones were purchased and issued to various BSF headquarters to deliver medicines in remote areas.

A medical boat ambulance with ALS equipment provided to Water Wing Kolkata.

Two O2 plants ambulance and seven oxygen generation plants installed in BSF hospitals and 10 Portable Laboratory provided to various BSF HQrs.

A helpline to provide Psycho Social Support Service in July 2022 in collaboration with AIIMS, Delhi to address the problem of suicide and fratricides in BSF. This helpline with two numbers 8929683901 & 8929683902 for providing counseling to BSF personnel feeling depressed/ stressed/psychotic.
