R P Upadhyay, the IPS officer behind SMART Arunachal Pradesh Police is now DG Home Guards in Delhi

New Delhi, January 29

The Centre has appointed senior IPS office R P Upadhyay as Director General of Home Guards in Delhi government. RP Updhayay is believed to an example of modernization and growth of Arunachal Pradesh Police. 

RP Upadhyay is a 1991 batch AGMUT cadre officer who was posted in Arunachal Pradesh as the DGP of Arunachal Pradesh Police. 

Updhayay’s return to Delhi was in the talks since July 2021 when he was being considered for a post in Delhi Police as Special Commissioner. However, the finalization of his posting in Delhi came about for the Home Guards. 

During his stint as the DGP Arunachal Pradesh, Upadhyay had modernized the Arunachal Pradesh Police with latest technology and surveillance for combating crimes. 

It was under his leadership, the Arunachal Pradesh police began using drones for surveillance which was a new concept for this North Eastern state in terms of policing and technology. 

With Upadhyay’s leadership and initiatives Arunachal Pradesh Police completely abided by the motto given by PM Narendra Modi of SMART Policing.

From sharing borders with Myanmar and Tibet, and the threat of Chinese intrusion looming large, the Arunachal police have a mammoth task alongside the Indo-Tibetan Border Police (ITBP) to keep a strict vigil. 

Upadhyay introduced the use of drones to man this border area to keep tabs on any unwanted movement alongwith stronger presence of the police posted on borders. It is interesting to note that the officer took support of the border villages to make drone surveillance a success in Arunachal. 

The drones were used alongwith the village volunteer force so that they can intimate police immediately if they see someone new in the area. Instead of opposing the vigil, the villagers joined hands with police to ensure no intrusion of any kind takes places at such sensitive borders. 

RP Upadhayay also introduced an unique app, “Arunachal Suraksha App”, an Android mobile app developed by the Arunachal Pradesh Police Department in collaboration with NIC-AR to provide safety and security to the citizens and tourists in the state. 

As the DGP of Arunachal, Updhayay ensured Arunachal Pradesh police provides transparent, responsive, and people-friendly policing. 

During the two years of the pandemic, Upadhyay has been leading the state from the front and his work even received appreciation from the government in aiding the control of Covid cases in Arunachal Pradesh that shares close geographical proximity to Hubei province of China. 

It shares international borders with Bhutan in the west, Myanmar in the east, and a disputed border with China in the north at the McMahon Line.

Soon after the first wave of the pandemic jolted the country, Upadhyay had become preparing for prevention from masks to cooperation from citizens. The Arunachal Pradesh police also appreciates the culture of the state that the police didn’t have to resort to using much force but dialogues with the citizens helped them ensure the lockdowns and quarantines run smoothly. 

After the second wave of the pandemic, mellowed down, the Arunachal Pradesh police had even expressed gratitude and appreciation for its citizens and hailed their traditional tribe culture as a factor behind well behaved citizens. It was observed that certain tribes in Arunahcla Pradesh had implemented their own customary rituals which are equivalent to a lockdown, much before COVID-19 struck. 

A tribe, Tanis in Arunachal Pradesh were into strict practises of isolation and precautions which helped the virus contain and eventually reduce to least numbers in many villages of the state. The concept of village quarantine is practised since ages in Arunachal Pradesh. 

The mention of it in the official website of the state police clearly shows how much the government, administration and the force are concerned about the same. 

DG Upadhyay is also known to be lover of fitness and health. He is a Badminton player and practised yoga and running regularly. He had motivated many policemen in Arunachal Pradesh to take up fitness and ensured they remained fit.

His posting in Home Guards is being viewed as a good move for the youth are undergo training as home guards, a force that aides for internal security, emergencies, evacuations, calamities, epidemic and more.
