Three IPS officers of Delhi Police attached to CBI for Manipur violence probe

In a first, three IPS officers of Delhi Police are being attached to Central Bureau of Investigation (CBI) to probe 11 cases related to the Manipur violence.

On September 13, a letter was sent to the CBI director by the Additional Commissioner of Police (Police Headquarters) P K Mishra. 

The letter states, “This is in response to the Ministry of Home Affairs letter dated August 18. I am directed to the state that three four officers –Shweta Chauhan and Esha Pandey – both are 2010 batch IPS officers, IPS of 2011 batch; Harendra Kumar Singh and inspector Praveen Kumar, have been nominated by Delhi Police and their services are placed at the disposal of CBI for the purpose of investigation into the FIRs related to Manipur violence.”

The Ministry of Home Affairs (MHA) had asked Delhi Police Commissioner Sanjay Arora to appoint three officers to probe Manipur violence cases.

Among the 11 cases related to the Manipur violence, three are of alleged gangrapes and one relates to an incident where a CRPF assistant commandant was accused of publicly kicking the private parts of a 56-year-old woman. Four of the cases relate to mob violence — three registered against Meitei community members and one against Kuki community members. In two of the alleged gang-rape cases, the accused have not been identified yet while in one even the place and time are yet to be ascertained. In the third case, six people have been arrested and a juvenile has been apprehended.

Shweta Chauhan was DCP Central and Esha Pandey, DCP (Southeast) before getting transferred out. Former Delhi CP Rakesh Asthana had appointed women officers in seven districts of the city and districts like Central that have sensitive areas of Old Delhi, Jama Masjid had a woman officer supervising after 45 years in the national capital. 

Esha Pandey as DCP (Southeast) had similar assignment in Jamia Nagar, Shaheeen Bagh, Batla House. The first case of Bully Bai and Sully Deals (online harassment of Muslim women) was registered in southeast district while the Popular Front of India (PFI) crackdown in Delhi also began from the same zone. 

Harendra Kumar Singh is DCP Outer that handled the Kanjhawala hit and run where a girl was dragged to death behind a car and the Shahbad Dairy murder where a girl was openly stabbed to death by her boyfriend of another faith. Recently it came to the fire that the girl was even raped before getting stabbed and later bludgeoned to death. 

The CBI has appointed 83 officers, including two deputy inspector general officers, two additional superintendents of police and six deputy superintendents of police – all women, to investigate the Manipur violence cases with immediate effect, till further orders. They have attached 16 women inspectors and 10 women sub-inspectors with the team.
