IPS officer deputation row- Haryana Govt allows SP Rajendra Kumar Meena to continue as SP (IT)

New Delhi, October 28

The Haryana government allowed IPS officer Rajender Kumar Meena to continue in the services of the state government in his present posting as the Superintendent of Police, Information Technology.

Meena had been debarred for five years from central deputation and foreign assignments for failing to take charge of the post assigned to him.

The move comes three days after 2011 batch IPS officer Meena had moved a representation with state Chief Secretary Sanjeev Kaushal seeking registration of an FIR against Additional Chief Secretary (Home) TVSN Prasad accusing him of harassment. 

Prasad had asked Meena to relinquish charge days after the Union Ministry of Home Affairs (MHA) had debarred him from central deputation for five years with the former stating that the officer concerned should have shared his grievance, if any, with him and the issue can be resolved amicably, even now.

Prasad issued a detailed order explaining the entire episode. The order issued by Prasad read, “In compliance with the communication of the MHA, the services of Meena were placed at the disposal of the Government of India as Superintendent of Police, Bureau of Police Research and Development on deputation basis for a period of five years.” 

The order further reads, “…this (would have) provided an opportunity to Shri Rajender Kumar Meena, IPS to represent to Government of India, to reconsider the orders — of debarring him, for period of five years, from central deputation as well as from being considered for foreign assignments/consultancies abroad — by expressing his willingness to join the services of Government of India…” 

However, the order added, Meena “has instead represented that he should be allowed to continue in the state government despite his debarment”. “And now, therefore, the Governor of Haryana is pleased to order that Shri Rajender Kumar Meena, IPS, shall continue in the services of the state government in his present posting,” the order reads.

Two more IPS officers- Abhishek Jorwal and Om Prakash Narwal were also debarred from central deputation. 

Om Prakash Narwal is a 2006 batch IPS officer, currently posted as Joint Commissioner of Police in Faridabad and Abhishek Jorwal is a 2011 IPS officer, posted as Superintendent of Police, Kaithal since April 2023. While Narwal was recently appointed as Deputy Inspector General of the Indo-Tibetan Border Police, Jorwal was posted as Superintendent of Police, National Investigation Agency. However, both appointments were cancelled by the MHA and the “debar orders” were issued.
