The tragic death of three UPSC aspirants in Rau's IAS Study Circle has sent shock waves in the country raising questions on the poor infrastructure in the national capital.
The water loggin that turned into flooding in Old Rajinder Nagar killed Tania Soni (25), Shreya Yadav (25) and Navin Delvin (28), three young UPSC aspirants.
The Delhi police arrested coaching centre owner, Abhishek Gupta, and coordinator, Deshpal Singh. Five more people in connection with the deaths of three civil service aspirants who drowned in the flooded basement of a coaching centre in Rajinder Nagar, bringing the total number of arrests to seven.
Among those arrested are the owners of the basement and a person whose vehicle was seen driving by the coaching centre and sending a huge wave of water crashing into the institute's gate, allegedly damaging it during the heavy rains.
Two new videos from Rau's IAS Study Circle in Delhi's Old Rajinder Nagar area have surfaced, showing flooding in the basement of the coaching centre.
The first video shows how the coaching centre's basement was flooded after heavy waterlogging on the street outside. The iron gate at the entrance of the coaching centre acted as an obstruction to the floodwaters from entering the basement.
However, the floodwaters could be seen gushing inside the coaching centre as a speeding car passed by. According to eyewitnesses, the iron gate crashed with the impact of the waves, thus flooding the basement area.
In another video, students at the coaching centre could be seen rushing out, some to the ground floor, as floodwaters entered the basement. Some, in the video, were also heard asking if others were left behind.
The police have registered a First Information Report (FIR) under the Bharatiya Nyaya Sanhita (BNS) Sections 105 (culpable homicide), 106(1) (death of any person by doing any rash or negligent act not amounting to culpable homicide), 115(2) (punishment for voluntarily causing hurt) and 290 (negligent conduct with respect to pulling down, repairing or constructing buildings).
After napping over on several complaints of water logging, illegal basements and other establishments, the MCD swung to action and sealed 13 such coaching centres.
These included IAS Gurukul, Chahal Academy, Plutus Academy, Sai Trading, IAS Setu, Topper's Academy, Dainik Samvad, Civils Daily IAS, Career Power, 99 Notes, Vidya Guru, Guidance IAS, and Easy for IAS
The Delhi Police will interrogate officials of the Municipal Corporation of Delhi (MCD), over the drainage system in the area. The police are also likely to issue a notice to the officials over the poor arrangements.
