CBI and INTERPOL conducts two day workshop on Compliance of Interpol Notices and Diffusions

he workshop aimed at enhancing the understanding of the INTERPOL colour coded Notices system and its review process vis a vis INTERPOL mandates/legal framework and the compliance check mechanism

New Delhi, March 25

The Central Bureau of Investigation (CBI), in collaboration with Notice & Diffusion Task Force (NDTF), INTERPOL, hosted a two-day workshop on Compliance of Interpol Notices and Diffusions, at its headquarters in New Delhi. 

The event brought together domain experts from INTERPOL’s Notices and Diffusions Task Force and the participants from different Central Law Enforcement Agencies (LEAs) of India viz. (CBI, NIA, ED, DRI, NCB, Delhi Police & WCCB) and the Police Officers from the States and Union Territories. 

The representatives from MEA and MHA also attended the workshop. The workshop had exclusive session on the legal issues related to notices viz compliance with the constitution of INTERPOL. The Public Prosecutors, Deputy Legal Advisors and Additional Legal Advisors from CBI along with Judges from Delhi Judicial Academy participated in the said session. More than 120 participants from different law enforcement agencies were present in person for the workshop. An equal number of participants participated online from across the country.

The workshop also discussed how Indian LEA’s can seek international assistance from foreign countries through INTERPOL channel and how that channel can be made more effective. It was also discussed as to how the incoming references from foreign countries can be executed by the Indian agencies. In this regard the importance of the newly launched BHARATPOL Portal was also emphasized. The law enforcement agencies were urged to make use of the BHARATPOL Portal for sending their requests to NCB New Delhi for seeking international police cooperation from INTERPOL member countries.

CBI stated that the two-day workshop underscores the importance of INTERPOL Notices system in international collaboration in criminal matters. The notices issued by INTERPOL at the request of member countries, play a significant role in tracking of fugitives across the globe and their consequent deportation or extradition. These notices prior to publication however are required to comply with the legal frame work of INTERPOL. During the two-day workshop, the various stakeholders were familiarized with the compliance check mechanism and the requisite drafting of INTERPOL Notices and Diffusions. A number of case studies were also discussed during the workshop for the benefit of participants.

CBI is the National Central Bureau for INTERPOL in India and coordinates with all law enforcement agencies in India for cooperation over INTERPOL channels. As the National Central Bureau, the CBI plays a pivotal role in facilitating international cooperation on criminal cases in collaboration with various law enforcement agencies across the country. This coordination is facilitated through the channel of designated INTERPOL Liaison Officers (ILOs) of, Central Law Enforcement Agencies, the States and Union Territories. These ILOs work in conjunction with Unit Officers (UOs), who typically represent offices of Superintendent of Police or Commissioner of Police or Branch Heads within their respective organizations.
