J&K gets a new DGP, senior IPS officer RR Swain appointed as the new Police Chief of the valley

New Delhi, November 1

The Jammu and Kashmir Police has got it's 17th DGP with the appointment of senior IPS officer, R.R Swain who took over the charge on November 1. 

Rashmi Ranjan Swain has been a noted officer of the AGMUT cadre who has many special operations against terrorism and militancy to his credit. 

Upon his arrival, R.R. Swain was accorded a warm welcome by senior officers, culminating in an impressive guard of honor ceremony on the lawns of PHQ. He conducted an inspection of the guard of honor, marking the commencement of his new role as the DGP of Jammu and Kashmir.

DG Crime J&K, A.K Choudhary, ADGsP, S. J. M. Gillani, M.K Sinha, Vijay Kumar, Director, Fire & Emergency Services, J&K, Alok Kumar, Commissioner Secretary Industries & Commerce Vikramjeet Singh, IGP V. K Birdi, IGP (CIV/Hqrs) B.S Tuti and other senior officers from J&K Police were present on the occasion.

A 1991 batch IPS officer, Swain before taking over as DGP Jammu and Kashmir remained posted at various important and key positions of Jammu and Kashmir Police which included SDPO Kothi Bagh, SP Ramban, SP Kargil, SP Poonch, SSP Kathua, SSP Jammu, SSP Srinagar, AIG (P/W) PHQ and DIG Vigilance.

In November 2006, he went on deputation to Govt of India where he held very prestigious posts.

In June 2020, Swain joined the J&K Police as head of the CID wing and today took over the charge of DGP J&K. In his role as the head of the Criminal Investigation Department (CID), Swain oversaw the resolution of many long-standing terrorism cases, including the investigation and apprehension of the remaining culprits involved in the assassination of Mirwaiz Moulvi Mohammad Farooq. On May 21, 1990, Hizb-ul-Mujahideen militants assassinated Farooq at his residence in the Nageen area of Srinagar. Through the resolution of this case, Swain and his team sent a resolute message that, regardless of where terrorists seek refuge, they will be apprehended and brought to justice. 

During this concerted anti-terrorism campaign, Swain headed the State Investigating Agency (SIA), a pivotal entity instrumental in investigating and dismantling terrorist networks. The SIA played a critical role in the arrest of many terrorists and the disruption of their networks.

As soon as he took over, Swain chaired a meeting at PHQ which was attended by senior officers of the PHQ and other wings. The HODs of different wings and senior officers of PHQ briefed the DGP about the working/functioning etc. of their wings and offices.

The incumebnt Dilbag Singh retired on October 31 after three decades of service as the Chief of the J&K Police. He was the lobgest serving DGP in any state of the country, (before J&K was announced as UT).
