CISF to host the Police Commemoration Day parade this year

Every year, the country's police and paramilitary forces observed the Police Commemoration Day in New Delhi to pay homage the perosnnel who laid their lives on line of duty while protecting the citizens of the country. 

This year, the Police Commemoration Day is being hosted by Central Industrial Security Force (CISF), one of the largest security force. Presently, a senior woman officer DG Neena Singh is heading the CISF as the Chief of it's force. 

The Police Commemoration Day is celebrated on 21 October annually. It is celebrated to remember and pay tribute to the 10 CRPF men who lost their lives in the line of duty in 1959. They were guarding the Indo-Tibet border from the Chinese attack. 

CISF secures more than 357 installations and 76 formations in India and offers fire protection to nearly 112 Units besides providing consultancy services to various firms/institutions.

This annual event holds immense significance in honoring the sacrifices of police personnel who have dedicated their lives to safeguarding the nation and its citizens. Police Commemoration Day, observed on October 21st every year, serves as a solemn reminder of the sacrifices made by police officers in the line of duty. The day commemorates the gallant actions of ten CRPF personnel who laid down their lives in a fierce battle with Chinese troops in 1959 at Hot Springs, Ladakh. It is a day to pay homage to all police personnel who have lost their lives in the service of the nation.

The organization of the Police Commemoration Day Parade at the National Police Memorial by CISF, with the Union Home Minister Amit Shah as the Chief Guest, exemplifies the nation's gratitude and respect for the sacrifices made by our police personnel. It is a tribute to their unwavering commitment to maintaining law and order, ensuring the safety of the citizens, and protecting the nation's integrity. The event, steeped in tradition and honor, serves as a poignant reminder of the sacrifices made by the brave men and women in uniform who dedicate their lives to the service of the nation. Adaptability and use of cutting edge technology have been the hallmark of the Force which has always confronted new security challenges successfully. In view of the prevailing security environment in the country and threat from trans-national terrorism, the Force continuously strives towards technological modernization and skills upgradation to build an edifice of dedicated service to the Nation. The CISF is being continuously modernized, both in terms of equipment and training. Having set very high professional standards with an impressive track record, the Force looks forward to a brighter tomorrow with pride and confidence.

The Government of India found that with the increasing number of Public SectorUndertakings (PSU) coming up in India, there was a need for a force to establish a formalsecurity apparatus that could act in the advent of agitations, strikes, sabotage and workstoppages. Alarmed by the deteriorating situation in the Public Sector Undertakings (PSUs),the Govt of India in 1961 appointed Shri S. M. Dutt as Security Advisor to study and reporton security arrangements in various PSUs.

In January 1964, an unprecedented tragedy struck at HEC Ranchi wherein major fire brokeout which caused enormous losses to the tune of 40 lakhs. This disaster was followed bycommunal riots at Ranchi, Rourkela and Jamshedpur. Hence, the need for an industrialsecurity force like the Railway Protection Force became more pronounced.

On 13 th August 1968, the Central Industrial Security Force Bill was passed by Parliament,and the Act came into force on 10 th March 1969, resulting in the creation of the CISF. In thebeginning, with only a strength of three battalions, CISF was inducted in two undertakings,RCFL, Mumbai (1 st November, 1969) and BSL Bokaro (2 nd November, 1969). From amodest strength of 3000 personnel during its inception, the CISF has grown a sizeablenumber of over 1.75 lakhs today with a multi-skilled and multi-dimensional work force.

The Pan-India deployment of the Force across 356 units and 76 formations coversdiversified area like Atomic Energy, Space Installations, Sea-Ports, Steel Plants, CoalFields, Hydro-Electric & Thermal Power Plants, Defence Production Units, Fertilizer andChemical Industries, Note Printing Press/Mints, Heritage Monuments/Museums (TajMahal, Red Fort & Victoria Memorial). Besides this, CISF presence in 60 international anddomestic airports of the country, Delhi Metro Rail and Important Govt. Buildings is a critical security commitment. The force also provides VIP security through its elite and specialized Special Security Group (SSG) commandos. The broadening of charter of duties and responsibilities in the year 2009 has brought Private Sector establishments under the security cover of CISF too. CISF officers are also currently engaged in the UN Peace keeping Mission in Haiti where their performance has been of the highest order. The CISF personnel are also deployed at the Indian High Commission in Nepal.

CISF guards all the major sea ports of India, which have played a crucial role in maritime trade-and maritime trade accounts for 70% of India’s total cargo by value. The CISF has been able to provide dynamic access control, security for vital installations in the ports, better response mechanism, improved surveillance and intelligence gathering, active screening of passengers and ship crew members, and disaster management training.

The geographical spread of the Force includes sensitive areas, affected by terrorism and Left Wing extremism in the states of Jammu & Kashmir, Chhattisgarh and North Easternstates. The high degree of vigil alertness coupled with operational preparedness has enabledCISF to effectively thwart attack by subversive forces.

After the hijacking of IC 814 to Kandhar in 1990, the security at Indian airports was augmented and the CISF was asked to replace the state police forces in aviation security functions. On 3 rd February, 2000 CISF took over the security at Jaipur Airport. Since then, CISF has taken over the responsibility of 67 airports including Delhi, Mumbai, Kolkata, Chennai, Bengaluru and Hyderabad. This component of CISF is designated as Aviation Security Group (ASG) and specially trained in anti-hijacking measures, across control, anti- sabotage, surveillance and BDDS.

With the consent of the Union Parliament in January 2009 by way of amendment of CISF Act, a whole new era began for our multi tasking force, as it took charge of countering the threat of armed or fidayeen attack by terrorist or other destructive groups on industrial ventures in the private sector. Infosys facility at Bangalore was the first private sector establishment in the country which got the cover of Central Industrial Security Force.

CISF is the only force among the paramilitary forces to have highest number of women personnel. The first batch of lady personnel were inducted in CISF in the year 1987 and presently wehave approximately 8551 women personnel in various ranks. Women are deployed at Airports, Sea Ports, Delhi Metro, Space Centers, Nuclear installations and in all conventional units of CISF. For example, in Delhi Metro, CISF has taken a lot of new initiatives to instil a sense of confidence amongst women commuters by deploying its women commandos. 

Having largest strength of women in its rank and file in percentage compared to other paramilitary Forces of the country, today women in CISF have marked their presence across the nation thus encouraging more and more women to join the force.

CISF is the only Central Armed Police Force having a separate Fire Wing providing fire protection in 112 different Public Sector/Government undertakings and installations since 1991. CISF Fire Wing has saved property worth Rs. 2292 crore in the last 10 years by attending and successfully controlling about 38442 fire calls in various undertakings.

In the year 1999, CISF had been entrusted with responsibility to provide Consultancy Services in the field of security and fire protection. CISF provides these services at MHA approved rates and earns revenue for the government. CISF consultancy wing has earned revenue of Rs. 15.74 crores for the government till date by giving Security and Fire Consultancy Services to 226 Govt, Semi Govt and Private Establishments.

CISF, SSG is protecting 10 No.s of Z+ VVIP and 145 No.s of X, Y, Y+ and Z category VIP protectees.

India assumes the presidency of G-20 on 01 st December, 2022, upholding the guided principle of “One Earth, One Family, One Future” which percolates down a sense of pride and responsibility to every citizen of India including the Government agencies. CISF, being a Central Armed Police Force with a pan India presence and the largest public interface, is handling the security of major International and Domestic airports in India. The movement of the G-20 delegates happened from these Airports. CISF in synchronization with other concerned agencies, handled every situation in a very prompt and professional manner and ensured that the movements of the delegates should be smooth. The efforts made by CISF was largely appreciated by the delegates & thegovernment agencies.

The CISF undertook some key work at the airports duing the G20 Summit like the nomination of Nodal officer: To ensure the smooth and hassle free movement of G-20 summit delegates Nodal Officers were nominated at all airports for better coordination. They set up Special Help Desk Counter: Help desk counters were set up at all Departure and Arrival halls of the airports with basic facilities like communication equipment with updated telephone directories to facilitate the delegates of different countries.A G-20 Control Room was established : A dedicated Control Room was established at airports to ensure smooth movement of G-20 delegates. Dedicated XBIS and departure lanes has been earmarked for G-20 delegates during their movements at airports. Earmarked personnel deployed for G-20 summit delegates : Suitable personnel who have better understanding of English language, behavioural aspects, situational awareness, knowledge about facilities/ topography of the airport and important locations of the city were earmarked to be deployed for co-ordinating with the movement of G-20 summit delegates round the clock at all airports. G-20 delegates appreciated the security arrangements made by CISF while ensuring seamless, smooth and hassle free arrival and departure of the dignitaries.
