Delhi Police holds its first Commissionarate Day parade

New Delhi, July 5

The Delhi Police held its first Commissionerate Day ceremonial parade at New Police Lines, Kingsway Camp Ground in Delhi.

Lieutinent Governor Vinai Kumar Saxena took the salute and inspected the parade as Chief Guest. 

LG Vinai Kumar Saxena also inaugurated 75 ‘Integrated Facilitation Booths’ and formally announced installation of ANPR (Automatic Number Plate Recognition) cameras along with Rakesh Asthana, Commissioner of Police, Delhi to mark the occasion and in recognition of 75 years of glorious services rendered by Delhi Police to its citizenry concurring with ‘Azadi Ka Amrit Mahotsav’. 

While congratulating the medal winners and participants the chief guest Vinai Kumar Saxena greeted police personnel and citizens on the twin occasion of Delhi Police Platinum Jubilee coinciding with ‘Azadi Ka Amrit Mahotsav’. He applauded the sacrifices of family members of Delhi Police personnel which work as motivation for the force. 

LG Saxena said, “This force works not only for Delhi, but its service is spread all over the nation & the centre of power and economy is positioned here".

Commending the force for its role during the COVID-19 pandemic, the chief guest lauded Delhi Police for maintaining peace & harmony in some very testing times recently. 

“Delhi Police has taken several revolutionary steps by integrating its working with technology for delivering better & faster services”, he said. 

He added, "Delhi Police has transformed itself with the passage of time and community policing initiatives like YUVA, Sashakti and Prahari have proven to be game changers for the society. He assured that a lot more will be done in the field of welfare measures for our personnel and the force should keep up its image of being the best police force not just in country, but one of the best in the world. He commended the efforts of Delhi Police at maintaining communal harmony and public order even in the most trying circumstances and exhorted the force to set and achieve the goal of satisfying every citizen who approaches them". 

Delhi CP Rakesh Asthana greeted the guests and acclaimed it to be a very important day in the force’s history. Giving a brief description of the initiatives taken vis-à-vis roadmap for coming years, he highlighted that community policing projects like YUVA, Sashakti & Prahari will not only strengthen police-public interface, but will also improve police image as public servants. 

He said, "Thousands of our personnel got infected with Covid and 92 of them lost their lives during the pandemic, but we remained at frontline and provided all possible assistance to citizenry earning the epithet ‘Dil Ki Police’". 

Praising the YUVA 2.0 scheme, he said that corporate sector has been included for providing best possible career guidance and job opportunities and more than 50,000 youth have been imparted skill training under this plan. Hailing the positioning of 75 Integrated Facilitation Booths, CP, Delhi said that these booths will provide doorstep services to the citizens of Delhi and our personnel can also take a break there during tough duty hours. Likewise, ANPR system under ‘Safe City Project’ will play a major role in curbing crime in vulnerable areas and ensure a proactive preventive approach of Delhi Police.

Founded in 1861 after the adoption of the Indian Police Act, Delhi Police remained a part of the Punjab Police until 1947. In 1978, the Delhi Police Act was passed and the Commissionerate System was introduced with effect from 1st July 1978. Delhi Police as part of its platinum jubilee celebrations is initiating the Commissionerate Day Parade to be held every year on 1st of July, starting from this year - 2022, wherein the Hon'ble LG of Delhi would take the salute by virtue of being the Administrator of Delhi. 

The parade focuses on various dimensions of Delhi Police, highlighting the different aspects of its working. The core theme of parade is community participation as contingents from both Police as well as public are participating together for the first time to highlight the spirit of community bonding of Police and Citizens of Delhi. 

The Parade consisted of 19 contingents including 13 Platoons from Delhi Police and 06 Platoons of citizens of Delhi in the form of: - Yuva, Sashakti, Prahari, Students from Delhi Police Public School, representatives from Police Families Welfare Society and police veterans. The parade also provided an occasion for institution of LG's Medal for Meritorious Service from each of the 15 verticals of Delhi Police. Besides this Swachhta Awards for Cleanest Police Stations & Police Colonies were conferred. 

Two short films on the newly launched ventures i.e. ‘Integrated Facilitation Booths’ and utility of ANPR (Automatic Number Plate Recognition) cameras were also shown on the occasion with real time visuals of both the offered services. 

The Chief Guest also presented medals to 32 police personnel and eight civilians for different categories. 

Suresh Chand, ACP/Seelampur and Insp Tanvir Ashraf received ‘Ratan Lal Insignia Award’ for their extraordinary efforts in maintaining communal harmony in sensitive areas. Sh. Neeraj Thakur, DG/ Andaman & Nicobar, Sh. Manishi Chandra, DCP/Spl.Cell, Inspr. Sanjay Kumar Gupta & HC (Exe.) Mohd. Asif Khan were conferred Home Minister’s Medal for Special Operation (2020 & 2021). Inspr. Ravinder Joshi & SI Surender Gautam received Special Intelligence Medal; while Smt. Kusum Sharma, ACP, Inspr. Ravi Datt Sharma & HC Anand were given Home Minister’s Medal for Excellence in Training (2019-20). Insp. Amleshwar Kumar Rai received Home Minister’s for Excellence in Investigation (2021). Newly institutionalized LG’s Medals for Meritorious Service were given to following officers/personnel for vertical/division mentioned against their names: Inspr. (Retd.) Yashpal Malik (HR Division), HC Naveen Kajla (Training Division), ASI Manohar Lal (Tech & Project Implementation Division), Inspr. Seema Sharma (Traffic Division), Inspr. Bharat Ram Chamoli (Security Division), Inspr. Bishan Dass (Armed Police Division),  Inspr. Pradeep (Crime Division), HC Sunita Meena (SPUWAC), HC Ravinder Singh (Law & Order Division Zone-1), Ct. Neeraj Kumar (Law & Order Division Zone-II), Inspr. Mahabir Singh (Community Policing Division), ASI Prem Singh (Vigilance Div.), ASI V. Ramudu (Spl.Cell), HC Neeraj (Licencing & Legal Division) and Inspr. Jaswinder Singh (Intelligence Division). Best Residential Colonies Award – 2021 was received by Police Colony Paschim Vihar (Big Colony Category), Police Colony Kalkaji (Medium Colony Category) and Police Colony New Ashok Nagar (Small Colony Category).  Best Police Station in cleanliness Award-2021 was given to PS Sarita Vihar, while PS Krishna Nagar came as Runners-up. Marching contingents of civilians i.e. Prahari, YUVA, Sashakti &  DPPS were also awarded participation certificates.     

Visiting the exhibition by Police Family Welfare Society, Vinai Kumar Saxena praised the efforts of PFWS for providing specialized training to police families and bringing about positive changes in their lifestyles. He unveiled the flag of PFWS and released the latest edition of Koshish – Ek Asha, the PFWS mouthpiece. Subsequently Hon'ble LG, launched the newly designed trendy merchandise of Delhi Police which includes handbags, backpacks, duffle bags, purses, wallets, belts, caps, cufflinks, apparel, keychains and other fashion accessories.

The best quality merchandise with department's logo and messages have been created after deep research, keeping in mind the global trends and the duties & responsibilities of our personnel and the public expectations. Naresh Kumar, Chief Secy, Delhi, former Commissioners of Police TR Kakkar, BS Bassi and SN Shrivastava and several retired as well as serving senior police officers and other dignitaries graced the occasion.
