Delhi Police witnesses major reshuffle at the top, some surprise moves

The Delhi Police witnesses a major reshuffle of the senior IPS officers bringing in new Special Commissioners of Police in the law and order and specialized investigation agencies like the Special Cell of Delhi Police and the Delhi Crime Branch. 

The transfers that were scheduled pist G20 summit finally took place with the L-G Delhi ordering a major reshuffle after he expressed his displeasure on functioning of Delhi Police several times during meetings and conferences. 

The spike in numbers of crime in the National Crime Record Bureau report 2022 that made Delhi apparently again showing the national capital as most unsafe for women and the recent incidents of Parliament security breach and low intensity bombing at the Israel embassy triggered the transfers. 

The Home department of NCT has transferred both Special CPs (Law and Order), Dependra Pathak and Sagar Preet Hooda transferring them as Special CP Security and Special PCr and Operations with additional charge of Perception Management and media cell respectively. 

What came as a surprise was the transfer of Special CP (Special Cell) Hargobinder Singh Dhaliwal whi has been transferred out of the Cell and posted as Special CP (Traffic-II) while Special CP (Traffic) Surendra Yadav has been transferred as Special CP Economic Offences Wing. 

Special CP RP Upadhyaya who was heading the Perception Management and media cell would be the new Special CP of Special Cell of Delhi Police. 

Special CP Ravindra Yadav who was heading the Delhi Crime Branch has been  transferred as Special CP (Law and Order-I) and with him Special CP (Law and Order-II) would be Madhup Kumar Tewari who was serving as Special CP Security. 

The government has appointed a woman IPS officer Shalini Singh whi was Special CP (EOW) as the new head of Delhi Crime Branch making her the first woman IPS officer in Delhi Police to hold a key post in investigative agencies. 

Additionally, Special CP K Jagdeshan (SPUWAC, SPUNER), special units for women and North East region has been transferred as Special CP (Traffic I) with HGS Dhaliwal as Special CP (Traffic II). 

Special CP Virendra Singh who was Special CP (Traffic I) will serve as Special CP Licensing and Legal while Special CP Chhaya Sharma who recently got elevated to the rank of additional DGP and subsequently transferred as Special CP (Training) will have charge of SPUWAC and SPUNER as well. 

The current transfers have also shuffled the district DCPs with DCP (Central) Sanjay Sain moving to Delhi Crime Branch. DCP M Harsh Vardhan (DCP Dwarka) as DCP Central. 

DCP (East) Amrutha Guguloth will move to EOW while DCP (Southwest) Manoj C will move to DCP Special Cell. DCP (New Delhi) will move to Special Branch and also hold additional charge as DCP technical division while DCP (IGI airport) Devesh Kumar Mahla will serve as DCP (New Delhi). 

DCP (Shahdara) Rohit Meena will move as DCP (Southwest) while DCP (EOW) Surendea Choudhary will move as DCP (Shahdara). 

DCP (HQ II with additional charge of IV) Deotosh Kumar Singh will move as DCP HQ II and have additional charge of III as well and DCP (HQ III) Rakesh Paweriya will move as DCP Crime Branch. 

DCP (Railways) Apoorva Gupta will be the new DCP (East) while DCP (Crime) Ankit Kumar Singh will be the new DCP (Dwarka). DCP (Security) Usha Rangnani will be the new DCP (IGI airport) and DCP (Special Cell) will be the new DCP Vigilance. 

DANIPS officers DCP (Land and Building) Kamalpal Singh will be DCP Railways and DCP (Traffic) Aalap Patel will be the new DCP Security. 

It has come to the fore when LG VK Saxena held a conference with Deputy Commissioners of Police at the Delhi Police headquarters in February, he had said the city’s police administration, especially at the district level, is tainted, more than any other arm of civil administration. 

Saxena had said, "The taint of corruption, coloured the personnel of the police administration “like none other” and needed to be handled not only at all levels, but more so in police districts". 

While mentioning the cases of Shraddha Walkar murder and the Anjali Singh hit-and-drag case, exhibited “glaring lacuna in policing at the field level”, Saxena had mentioned. 

In addition to that, the Central Bureau of Investigation (CBI) arrested more than five personnel of Delhi Police last year on charges of bribery resonating Saxena's observation. 

The street crimes, attacks on citizens for robbery, and body offences witnesses a steeping rise in the graph. Having said that, Delhi Police had made some major arrests in the sensational murder of singer Sidhu Moosewala, arrested wanted criminals of Canda gangster Goldy Brar syndicated Deepak Boxer, made key arrests from Mexico and Azarbaijan. 

However, the officers supervising the sensitive probe like the Israel embassy blast case and Parliament security breach case were shifted out. While the probe in embassy blast headed a dead end while National Security Guards (NSG) probe hinted at use of crude bombs with timer and submitted the same to Ministry of Home Affairs, the Delhi Police had reached no conclusion.
