Delhi Police Special Cell extradited int drugs kingpin from UK

The Delhi Police Special Cell extradited an international drugs kingpin from London in UK making it the first case of extradition of a drug mafia from UK.

The special cell identified him as Kishan Singh (39) from London (UK). 

The accused was wanted in case registered in September 2017 under the NDPS Act at  Special Cell in Delhi. 

DCP (Special Cell) Sanjeev Kunar Yadav stated that He is the kingpin of an international drug syndicate and was engaged in procuring high quality drugs (psychotropic substance drugs) in United Kingdom through his network in India.

The special cell said Singh was born in Rajasthan but later acquired British citizenship in 2015. Presently, he was residing at Hayes, London, United Kingdom from where he has been extradited to India. 

As per the case details, the special cell had received information in February 2017 about an alleged drug trafficking racket based on which they had arrested three drug traffickers; Amandeep Singh of Shiv Nagar,  Harpreet Singh and Harnish Sarpal of VikasPuri in Delhi. The special cell had seized 25.852 kg of ‘MEOW-MEOW’ drug found to be in possession of the trio. 

The officials stated that the international value of the recovered contraband drugs was estimated to be more than Rs. 50 crores. 

The officials added that during their interrogation, they disclosed that they used to work for Kishan Singh in London on whose directions they used to procure and smuggle illicit drugs from a Mumbai based supplier. These drugs were then transported to London through courier agents. In this illicit trade of ‘Drug-Peddling’, every gang-member had a specific role to play. 

Speaking about the alleged kingpin, the speciall cell said that Kishan Singh was born in Degana of Nagaur in Rajasthan. He migrated to London. Thereafter, he started his business of manufacturing windows etc. and in 2015 he acquired citizenship of United Kingdom.  

Kishan Singh is the ‘Kingpin’ of an international drugs syndicate that deals with specific drug viz. ‘MEOW-MEOW’. The origin of this drug is African Sub-Continent from where it reaches Mumbai, India via shipments. Kishan Singh has a chain of his associates in Mumbai. Once, the consignment reaches Mumbai, Kishan Singh coordinates between his Delhi-Mumbai based agents (Amandeep, Hanish and Harpreet Singh are Delhi based agents) who are then directed to fetch the consignments and subsequently transport it out to UAE, UK, USA, Malaysia and other Middle-East Countries for which they are paid appropriately.

The officials added that during course of investigation, Kishan Singh was declared as a proclaimed offender and an open dated NBW was obtained against him from the court. The police had proceeded extradition proceeding against him in June 2018 when extradition proposal was sent to UK through Interpol and the same was also duly acknowledged and accepted by Hon’ble Westminster Court, London. In July 2019, extradition of Kishan Singh from UK to India was first ordered,to which accused had appealed before the London HC. Having heard the strong evidences put in by Special Cell, Delhi Police, the London HC had refused accused’s permission to appeal and a sealed order for his extradition was issued. Singh then appealed before European Court of Human Rights but that appeal was also dismissed. 

After following due procedure of law and seeking necessary nods, a team led by  DCP Pramod Singh Kushwah was sent to London, UK to bring back (Extradite) accused Kishan Singh to India for the purpose of trial in aforementioned NDPS case, which is pending trial before Ld ASJ Court, Patiala House Courts, New Delhi. 

The officials added that due to strict COVID norms, the accused as well the entire team had to twice undergo COVID tests. The accused will be produced before the trial court after the mandatory quarantine period, thence his police custody remand would be obtained from the court to unearth his nefarious drug syndicate.
