119 head constanbles pass out of Delhi Police Academy

113 recruit head constables of Delhi Police passed out of the Delhi Police Academy in a grand passing our parade ceremony. 

Delhi Police Head Constable (Ministerial) (Male & Female) Batch No. 67, Recruit Constables (Male & Female) Batch No. 119, Recruit Constables (Drivers) Batch No. 25 and Recruit Constables (Male) Batch No. 118 was held at Parade Ground, Delhi Police Academy, Jharoda Kalan New Delhi. Nearly 2000 family members, guests, trainees & senior officers witnessed this colourful passing out parade. 

On this occasion the Chief Guest, Mukesh Kumar Meena, Special Commissioner of Police, Training took the salute of the marching contingents. 

The parade was attended by Vijay Singh, Director/DPA, senior officers of Delhi Police,  Anand Kumar Tripathi, Pro Vice-Chancellor, Rashtriya Raksha University, Gandhi Nagar, Gujrat, Dharmesh Kumar Prajapati, Asstt. Registrar, Rashtriya Raksha University, senior officers of Delhi Police and family members/relatives of the passed-out trainees. 

These batches augment the trained manpower of Delhi Police by 166 personnel including 46 Women personnel. They are well educated as out of the 26 Head Constables (Min.), 13 are Post-Graduate and 13 are Graduate. Out of the 128 Constables, 13 are Post-Graduate and 72 are Graduate. Out of the 12 Constables (Drivers), 07 are Post-Graduate and 05 are Graduate.

The passed-out trainees hail from different states cutting across India, with 12 Head Constables (Min.) from Haryana, 08 from Delhi, and 01 each from Rajasthan, Kerala and Uttarakhand. 58 Recruit Constables hail from Haryana, 29 from Rajasthan, 22 from Uttar Pradesh, 16 from Delhi and 01 each from Maharashtra, Bihar & Karnataka. 08 Constable (Drivers) hail from Delhi, 03 from Haryana and 01 from Uttar Pradesh.  

During their training, apart from law subjects and police procedures they have also been taught in wide spectrum of subjects viz. Organization and Administration, Computer Science, Cyber-Crime, Police Behaviour and Social Groups and Police Investigation, useful for their day to day working. In Outdoor subjects, they have been trained in Parade, Drill, Un-armed Combat, Firing and in anti-terrorist measures. These trainees have also been trained to deal with terrorism related and riot related incidents by using latest techniques. For their physical fitness, they have been given Physical Training via P.T., Games, Yoga and Gym activities. 

Keeping in view the forth-coming G-20 Summit, they have also been given orientation training for G-20 Summit to prepare them for the Summit.

The officials said that a 30 days Commando Course was also held for the Recruit Constables. The Constable (Drivers) have been given specialized training in driving & vehicle maintenance.  

On the occasion, Oath was administered by Director, Delhi Police Academy, Vijay Singh, IPS. He also welcomed the Chief Guest,  Mukesh Kumar Meena, Spl. CP, Training, Delhi, Sh. Anand Kumar Tripathi, Pro Vice-Chancellor, RRU and others. He congratulated the trainees on completion of their basic training and insisted on use of modern technology. With the collaboration with RRU, Diploma Certificates in Police Administration & Investigation has been awarded to recruit constables. He also acknowledged the support of officials of RRU for this initiative.  He advised the trainees to follow ethics, moral values and knowledge in their duties that were imparted to them during training. 

Anand Kumar Tripathi, Pro Vice-Chancellor, Rashtriya Raksha University administered Oath of the Rashtriya Raksha University to the Constables of Batch-118 & 119 before awarding them the Diploma Certificate in Police Administration and Investigation.

The Chief Guest, Mukesh Kumar Meena, Spl. CP, Training, Delhi gave the trophies & certificates to the best performers in the batch. Later, he also distributed the Diploma Certificates in Police Administration and Investigation to the recruit constables of Batch No. 118 & 119.  

Later, the Chief Guest also gave ‘Ati-Utkrisht Seva Medal’ and ‘Utkrisht Seva Medal’ to 18 officers for the year 2021-2022. ‘Union Home Minister Medal for Excellence in Police Training’ was awarded to three officers for the year 2019-2020.  

Special CP Meena mentioned the fact that all parents bear the ambition to have their children settled; have a glorious career and have an independent source of income. The trainees have chosen ‘Police’ as their profession. This is the first day of their career. The have learnt the theoretical aspects of their profession during the training, which has to be practically put into professional use in their respective fields. 

The Chief Guest also mentioned that the passed-out trainees would be going to Battalions, other Units, and Police Stations, Traffic, Security etc. This is the capital city and citizens are aware of their rights. Senior officers would not always be there in the field with them. Many times, they will have to take quick action and independent decisions. 

He also advised them to make use of ‘Nipun’ App for building up their professional knowledge and expertise.  

The Chief Guest also emphasised on the importance of Drivers in Delhi Police as compared to other departments, as they not only drive the official vehicles of senior officers, but also play a vital role during law & order duties and emergency. They play an equal role as the executive staff during checking & patrolling duties. All will have to be well conversant with the topography & roads of Delhi and every one should regularly read maps of Delhi. Driver of Delhi Police should know to drive every kind of vehicle, be it a two-wheeler or a truck. The vehicle should be kept updated with best maintenance. The drivers should strive to keep a record of ‘Zero accident’ all through their life.  The drivers should follow all traffic rules & regulations, and be well conversant with all the traffic laws. 

The Chief Guest also emphasised on the importance of work of Head Constables (Ministerial) as this is the most difficult job. This cadre plays an important role in the official works and administration in the same equivalence as the Executive staff in field duties. They should be well conversant with Official Rules & Regulations be aware of all newly enacted laws pertaining to administrative affairs. They will have to be well-conversant with working of all offices, Branches & their seats, and rules pertaining to official correspondence & Note-sheets. They should annually update the Rule books and purchase new editions regularly. 

Special CP Meena advised all to take care of their career growth and promotions and therefore avoid committing mistakes. If any bonafide mistake occurs, they should immediately rectify them with the guidance of senior officers. They should take good care of their health and remain tension free. He conveyed his best wishes to all for their successful career and asked them to refrain from bad habits and corrupt means.  

He also congratulated Director/DPA, all the officers and trainers of Delhi Police Academy for imparting best training to the trainees and conveyed his best wishes to the passed-out trainees. The passed-out trainees have got a good start as police of the capital. He also congratulated the award winners of ‘Ati-Utkrisht Medal’, ‘Utkrisht Medal’ and ‘Union Home Minister Medal for Excellence in Police Training’. All are expected to work hard and should uphold the pride and dignity of the police force. 

Out of the passed-out trainees, 'All Round Best' trophy in Head Constable (Ministerial) Batch No. 67 was awarded to W/HC Pooja for her overall best performance. HC Mohit, W/HC Simran, HC Ankit and W/HC Minakshi were also given trophies for their best performances in Outdoor, Law, Computer and Shooting respectively.

'All Round Best' trophy in Recruit Constable Batches was awarded to Constable Mukesh for his overall best performance. He also topped in Law and Police Procedure subjects. Ct. Sanjay, W/Ct. Rozy, W/Ct. Sonia and Cts. Kuldeep, Mahesh and Aman were also given trophies for their best performances in PT, Parade, Firing, Police Behaviour & Public Service, and in Commando Training respectively.

All Round Best' trophy in Recruit Constables (Drivers) Batch No. 25 was awarded to Ct. Rohit for his overall best performance. He also topped in PT, Parade and Shooting. Ct. Rahul, Pawan and Ashish were also given trophies for their best performances in Law, Police Behaviour & Public Service, and Driving & Vehicle Maintenance respectively.
